Background of the Study
The advent of the digital era has transformed governance in many nations, including Nigeria, by introducing new ways of citizen engagement, service delivery, and policy implementation. The 1999 Nigerian Constitution provides a legal foundation for e-governance, but digital governance is still in its nascent stages in Nigeria. Specifically, Kano Municipal Local Government Area has started integrating digital tools to enhance government efficiency, transparency, and public participation.
However, the regulation of digital governance through constitutional law remains underdeveloped, leaving space for cybersecurity risks, digital exclusion, and lack of data protection. The constitutional framework is designed to ensure that citizens’ rights are safeguarded in digital environments (Shuaibu & Olayemi, 2023). This study seeks to appraise the role of constitutional law in regulating digital governance and examine how it can be applied in Kano Municipal LGA to create a more inclusive, secure, and transparent digital government.
1.2 Statement of the Problem
Despite constitutional guarantees for freedom of information and access to public services, the digital governance landscape in Kano Municipal LGA faces challenges such as cybersecurity threats, data privacy concerns, and lack of digital literacy among the public. This study examines how constitutional law can regulate digital governance in Kano Municipal LGA, highlighting the challenges and proposing legal reforms to improve its efficiency and security.
1.3 Objectives of the Study
To assess the role of constitutional law in regulating digital governance in Kano Municipal LGA.
To evaluate the challenges facing digital governance and public sector digitalization in Kano Municipal LGA.
To propose legal reforms for enhancing digital governance regulation in Kano Municipal LGA.

H₂: Legal reforms to strengthen data protection laws and cybersecurity frameworks will improve digital governance in Kano Municipal LGA.
1.6 Significance of the Study
This study is significant in understanding the relationship between constitutional law and digital governance. The findings will contribute to policy development, particularly regarding the regulation of digital governance and citizen engagement in Kano Municipal LGA, leading to improved service delivery, security, and public access to government services.
1.7 Scope and Limitations of the Study
The study focuses on Kano Municipal LGA, Kano State, and examines the role of constitutional law in regulating digital governance within the local government area. The scope does not extend to state-level or national-level policies regarding digital governance.
